This
Safety Check is specifically geared to the requirements of the type of business
named in the title.
In
addition, it may also be necessary to apply further safety checks, e.g.

As
an independent trader, you are responsible for health and safety in your company, and this requirement represents
a major responsibility.
Particular
emphasis is also attached to this view in the "Arbeitsschutzgesetz" (ArbSchG - Law on occupational
health and safety), which entered into force in August 1996. In addition to his
general duty of care, the Law obliges the independent trader to assess
"the risks to which employees are exposed in the course of their
work", and to use this assessment as a basis for implementing occupational
health and safety measures.
The
"Safety Check" you have in front of you, sponsored by the European
Commission, is directed at independent traders in small and medium-sized
enterprises. It will help you to fulfil your responsibilities in the matter of
occupational health and safety in an effective and meaningful way, alongside
the specialised and cost-effective management of the company.
However,
it will also help you to use health and safety at the workplace as an important
element of your company's productivity
and cost-effectiveness.
Accidents
to and ill-health of employees in small and medium-sized enterprises give rise
to particular problems:
Not
only is the health of the individual employee affected, but the whole company
is adversely affected.
The
time sick employees take off work has to be offset.
When
accidents happen, it is frequently the case that not inconsiderable material
damage also occurs (e.g. equipment is wrecked); the regular flow of work is
also disrupted.
Organisational
weaknesses in particular, e.g. in preparing work, frequently cause unnecessary
hustle and bustle and stress, which may result in accidents and illnesses.
The
Safety Check will help you to get these problems under control. Thus it is not an extra task, but makes a direct
contribution to the success of your company.
The Safety Check
- requires
no pre-existing theoretical knowledge,
- will
help you to identify the specific risks and stresses to which your employees
are subject and any problems,
- suggests
tried and tested measures which can be implemented to improve the situation,
- when
completed, provides documentary proof of your efforts on behalf of occupational
health and safety.
Thus
the Safety Check represents a building
block for the risk assessment required by the Law on occupational health and
safety; when used in conjunction with other BGN material, in particular ASI
10.0, the Safety Check will help you to meet the statutory requirements.
Make a start!
- Set
some time aside for it.
- Go
through your company "step by step" with the guide in your hand.
- Involve
your employees in carrying out the Safety Check, as this is a way of making
them aware of the need to be safety-conscious.
- Give
your employees copies of the Safety Check, so that they can complete them for
their spheres of work.
- In
the case of open questions, utilise the information and aids recommended.
Repeat the Safety
Check!
- regularly,
roughly once a year,
- in
the event of major modifications, renovations and expansion in the company,
- after
accidents or virtual accidents.
Work through the
Safety Check from beginning to end!
A The "Survey of employees and their activities"
(pp 6 and 7) is an aid which will
help you to carry out the Safety Check bearing in mind those employees and
their tasks whose individual needs/conditions (e.g. restricted employment,
existing health problems, lack of experience, etc.) need to be taken into
account, and to work towards increased awareness of health and safety.
B The checklists are structured in
accordance with risk factors:

Technical factors:
mechanics,
electricity, physical factors, hazardous substances, fire and explosion risks
and workplace design, and
n
work organisation and conduct.
The
checklists are organised as follows:
n
The first column of the checklist contains
possible problems in the company; make use also of the knowledge and experience
of the employees concerned.
n
The second column contains key
questions, the answers to which will determine whether there is a need for
measures to improve employees' health and safety.
n
The third column lists possible
measures which could be considered; it also indicates the relevant statutory
regulations and titles of documents offering further information.
Neither
the problems listed nor the possible measures can constitute a complete list.
The spaces in the checklists allow you to add company-specific points. Pages 8
and 9 provide an example of a completed checklist.
Asterisks
(*) indicate points to which you can specifically refer when providing safety instruction.
The
Law on occupational health and safety also requires that employees receive
appropriate instruction, since they must be put in a position where they can
fully understand occupational health and safety rules and conduct themselves in
a safe manner.
C Once the Safety Check has been carried
out
you can immediately tell whether the
company's efforts to ensure safety are adequate.
If you have marked the white circles
(o) in the "Measures to improve safety" column with a cross (n),
the situation is in order.
However, when a red square (n) has
been marked with a cross, it means that improvements
are necessary in this area.
