Vehicle traffic

Ensure that the terminal area is suitably fenced off.

If containers are handled in a non-specialist and fenced-off area, transtainers, straddle carriers and similar machines cannot be used.

 

 

Check that rules established by the Terminal Operator for access to and circulation in the operational zone regarding persons, ship crews, visitors, vehicles and machines are complied with.

Check that in the evening and at night the mean level of lighting of the operational area is between 40 and 100 lux.

Before using, check that industrial vehicles have:

·      sufficient lighting, in particular for night-time work

·      sound alarm for reversing

·      a flashing yellow light

·      emergency brake

·      cab guards, with tubular or section structures, to protect the driver against violent contact with containers, in particular at the driver’s back.

Vehicle traffic

Ensure that no motor vehicle, including industrial vehicles, exceeds a speed of 30 km/h inside the operational zone or the area indicated in the company’s traffic flow plan.

Check that visibility is such that the vehicle operator has a full view of the path to take.

If not, use a signalman to give assistance. The signalman must wear clothing with luminescent stripes or straps, or in any case be clearly visible from a distance.

If conditions do not allow for mutual visibility between the driver and signalman, the vehicle should be endowed with a telecommunications system, otherwise work should be interrupted

Check that workers entered in the list of authorised and qualified personnel are chosen to handle container hoisting and handling equipment.

Check that pathways destined for the passage of vehicles or rail tracks destined for rolling stock are marked with a clearly visible double yellow line, and are kept unobstructed at all times.

 

Work performed at heights

Ensure that on-board access from a height occurs by means of:

·       up to a height of 2 tiers of containers, with ladders of an adequate length 

·      for heights above 2 tiers, with a spreader equipped with suitable guards or with a cage firmly hooked (using dual safety system) to the spreader. In both cases mechanisms must be approved for use.

 

Check that workers working at heights are endowed with safety belts.

Workers must be made to check:

·      that the anti-fall system is in full working order (giving it a tug to test efficiency) and that it is hooked up to the protection cage or spreader or, alternatively, that another safety system (e.g. lifting magnet) is used.

·      that in the working areas there are no spills of oil, water or ice.

Ensure that workers working at a height:

·      clear away materials that may obstruct work and cause danger due to objects falling from a height, retrieving and putting said materials in a safe place.

·      avoid throwing securing materials or tools from above to lower decks

·      do not jump among containers lying on neighbouring batches when spaces are greater than 0.30 cm.

·      do not walk on containers having a soft or open top

 


 

Incorrect behaviour of workers

Operations that cannot be controlled on the ship

do not stand on the deck during the opening and closing of the hatches

 

Overhead loads

Ensure that no worker is in the area below that in which securing and unfastening operations are being performed.

 

Ensure that landing operations are effected from the land side to the sea side, and vice versa for boarding operations.

 

 

HANDLING OF CONTAINERS

 

Presence of dangerous substances

 Ask for the safety data sheet.

 

Check that the instructions given on the sheets are complied with, with special reference to instructions on personal safety equipment and information to workers on indicated risks.

Check that containers transporting dangerous goods are stored in specially reserved areas, are never stored in an operational area and that there are no spills.

Immediately inform the PPO in the event of leaks.

 

 

Adverse climatic conditions

 If weather is adverse arrange for work to continue or be suspended after having consulted the company’s PPO officer.

 

Shortcomings of lifting equipment and accessories

Lifting operations performed with a crane not endowed with a spreader may be carried out using a sling. Check that the sling guarantees the verticality of the load.

 

 

 

If containers are handled using machines endowed with 

forks, check that the containers are endowed with ad hoc grip pockets

 

 

 

Shortcomings of personal protection equipment

Check that workers are supplied with and always wear the following PPE:

headwear, safety shoes, gloves, safety belts when working at heights.

 

 

 

 

 

 

Danger when using chains

Ensure that securing and unfastening operations using chain levers are performed by at least 2 workers working in pairs

Dangers deriving from landing/boarding on roll-on roll-off ship

For the landing/boarding of vehicles having two or more of their own axis drives or tractor drive, including Mafi trailers, ensure that

Ÿ         the driver of industrial vehicles inserts the safety chains between the trailer and “hair clip” of the tractor and checks that the vehicle’s brake system is efficient

Ÿ         the container is well connected to the trailer

Ÿ         all of the vehicle’s manoeuvres are accompanied by a signalman on the quay, on the deck and in the hold

Ÿ         the wheel wedges are positioned when the trailer is still hooked up to the towing vehicle after having informed the tractor driver.

Ÿ         deck areas are kept free of securing materials

Ÿ         ventilation and air extraction systems in the hold are working continuously

Ÿ         workers use adequate respiratory apparatus to counter the danger of a concentration of diesel fumes
