Ensure that no motor vehicle, including industrial vehicles, exceeds a speed of 20 km/h inside the operational zone or the area indicated in the company’s traffic flow plan.

HANDLING OF GOODS

 

Presence of dangerous substances

Ask for the safety data sheet;

 

Check that the instructions given on the sheets are complied with, with special reference to instructions on personal safety equipment and information to workers on indicated risks.

Check that packages containing dangerous goods ready for boarding are not stored in operational areas, and that there are no spills.

In the event of leaks immediately inform the PPO (Prevention and Protection Officer)

Shortcomings of personal protection equipment

Check that workers are supplied with and always wear the following PPE (Personal Protection Equipment): headwear, gloves, safety shoes, if necessary ear protection and respiratory equipment.

Shortcomings of hoisting equipment accessories

Check that the capacity of metal or chain rods and harnesses, belt or man-made fibre rods and other hoisting accessories (spreader bars, clamps, hooks, rings, etc.) are suitable for the loads to be hoisted and for operating procedures.

 

Check that during use all hoisting accessories are used correctly, and arrange for their immediate replacement when

1) metal cable rods and slings have

·      one or more broken strands

·      permanent folds

·      flask fillings

·      the core appearing on the surface

·      damaged sleeving

2) chain slings have

·      broken links

·      worn links

·      deformed links

3) belt or man-made fibre rods

·      signs of wear and tear due to rubbing

·      deformations due to intense crushing

·      cross cuts due to corrosion caused by chemical agents

 


 

Shortcomings of loads and/or preparation and hoisting methods

Check that the goods to be lifted do not have cutting sharp edges, if so use edge protection

Check that the gross weight of each pack to be lifted is known

Check that the weight of the pack or the total weight of a number of packs to be lifted does not exceed the capacity of hoisting equipment and of the lifting mechanism

For goods packaged using crates verify that:

 

 

·        packaging is not damaged in any way

 

 

·        the handling point is marked, otherwise that the load hold is suitable for the type of packaging

 

 

·        sufficient space is reserved for the fitting of slings

 

 

·        overlapping crates are not lifted unless they are firmly held by lifting apparatus

For palletised goods check that :

 

·        pallets are suitably resistant

 

·        the pallet structure is undamaged

 

·        the height of the load does not exceed the length of the longer side of the base

 

·        disposable pallets are not re-used

 

·        the goods form a single entity with the pallets using nylon bands or another material. If the above is not so, check that the good is firmly held by the lifting apparatus 

 

·        the good does not exit the pallets

·        If the above is not so, check that the good is firmly held by the lifting apparatus

·        the good does not exit the pallets

·        pallets are not piled in more than four overlapping rows

 

·        pallets are handled in a precise and orderly manner

 

·        pallets are positioned on a solid and even base

For goods in barrels

 

 

 

if barrels are lifted singly, check that :

 

·        the sides are undamaged

 

·        there are no holes, even if they do not cause leaks

 

·        the cover is perfectly sealed

 

·        “clusters of barrels” are not lifted in a number that fails to ensure the secure hold of each barrel in any situation (e.g. every barrel must have its entire weight resting on its supporting chain and not on other barrels, otherwise the handling equipment could become unhooked)

 

·        if they are lifted with a “hatch”, barrels are held by the lifting apparatus

 

·        if they are lifted with pallets using a self-balancing “C”-type lift, barrels are firmly tied to the apparatus using metal cables or another device

 

Shortcomings of loads and/or preparation and hoisting methods

Should it be necessary to move barrels positioned vertically into a horizontal position, check that all precautions are in place so that the operation is performed without damaging barrels and/or causing injury to workers

 

If fork-lifts are used, check that the truck drivers always take the utmost care to prevent the possible piercing of barrels with the tip of the forks

IRON AND STEEL

 

PLATES

 

 

Check that:

·        dunnage remains have not been deposited over the plates

·        the thickness/size ratio is not such as to cause excessive bending of the plates, thus use six clamps

·        the length of the spreader bar is always proportionate to that of the plates (plates requiring four-gripper spreader bars must never be lifted with six-gripper or more spreader bars)

·        if they have to be lifted in more than one layer, they are all the same, so they can all be held by the straps/slings

·        the opening of the hold is wide enough to pass plates through without having to resort to complex manoeuvres

·        the wind is not such as to cause the load to rock

·        the edges of the plates do not require the use of cable protection;

·        if plates are not thickened a suitable procedure is in place for their convenient harnessing

PIPES

 

 

Check that:

·        During the transport phase and when positioning at the lifting point, transported pipes are adequately joined together using suitable binding. Remember that wedging offers no guarantee against falls;

·        During the hooking up phase and subsequent lifting operation carried out using lorries and/or railway cars men and industrial vehicles are not working on goods at the same time;

·        When handling goods during both boarding and discharge operations, lorries and/or railway cars are endowed with “stanchions” to prevent the load from falling;

·        If the ends of the pipes are endowed with a protective cover, the grip is compatible with the hook-up point, otherwise use the hoist slings;

·        If pipe hooks are used, unused hooks are not allowed to swing;

·        Pipes are always tied up to prevent them from rolling in the hold;

WIRE ROD

 

 

Check that:

 

 

·      “Chain” type slings used to secure goods are regularly cut to prevent their violent swinging during folding operations (or a suitable alternative procedure is used to prevent swaying);

·      The metal ends of the various skeins are not joined to each other, resulting in the unforeseen lifting of adjacent skeins;

·      Workers are endowed with adequate equipment to prevent them from being trapped inside the skeins when performing slinging operations;

·        In view of the uneven nature of these materials, workers should be given sufficient time to move out of the way before lifting operations are performed;

COILS

 

 

 

Check that:

 

·      When “C”-type hooks are used only one coil at a time is lifted;

·      When mechanical tongs are used workers, during manual positioning for the gripping of coils, do not place their hands where there is a danger of shearing when the tongs are closed;

·      When lifting with barrel-type slings the sharp edges do not require the use of cable protection;

·        In view of the uneven nature of these materials, workers should be given sufficient time to move out of the way before lifting operations are performed;

·      “Chain” type slings used to secure goods are regularly cut to prevent their violent swinging during folding operations (or a suitable alternative procedure is used to prevent swaying);

·      If coils are packed with protective foil, the latter is not broken or deformed;

Shortcomings of loads and/or preparation and hoisting methods

 

GOODS PACKED IN BINDERS (billets, blooms, flat blooms, rods, wooden sticks, cellulose)

 

Check that;

·      During hooking/unhooking operations carried out using lorries and railway cars:

v     Workers are endowed with ladders and/or pantograph platforms

v     Workers have enough space to move away from the load during lifting/lowering procedures;

v     During the hooking up phase and subsequent lifting operation men and industrial vehicles are not working on goods at the same time;

v     When handling goods during both boarding and discharge operations, lorries and/or railway carriages are endowed with “stanchions” to prevent the load from falling;

v     Bindings are not “stuck” together, with the danger of lifting unhooked pieces ;

·      Bindings do not have sharp edges warranting use of cable protection;

 

·      the length of the spreader bar is always proportionate to that of the bindings;

 

·      the opening of the hold is wide enough to pass bindings through without having to resort to complex manoeuvres

 

·      the load is never lifted using the package bindings as a grip (this operation is permitted only when the binding is suitably certified);

 

·        In view of the uneven nature of these materials, workers should be given sufficient time to move out of the way before lifting operations are performed;

 

·      When an overhead operation is required for slinging, workers are endowed with adequate equipment to fit the slings;

 

·      Bindings are not “stuck” together, posing the danger of lifting unhooked pieces;

MARBLE AND GRANITE

 

 

To prevent unforeseen movements check that materials in the hold are:

·      stored evenly in uniform layers

·      not collapsed

·      not unbalanced

·      not stored on other goods

 

 

When an overhead operation is required for slinging check that:

·      the slings used for hanging are of a suitable capacity and are undamaged;

·      the cable is positioned so that the hold is secure, is not worn and has no fracture lines;

·      before moving close to the suspended block, sufficient time is taken to verify the stability of the load;

·      there is always sufficient space to work at a distance to prevent being crushed, withheld, grazed or hit by the falling “suspended” load;

·      the equipment for fitting lift slings is always available and used;

 

 

 

 

 

 

 

exceptionalLY LARGE PACKAGES AND RESPECTIVE STRUCTURES

 

Check that a feasibility study has been submitted by the forwarding agent:

 

If the sling attachment points are high up and adequately prepared structures for the package are not present, safety belts and suitable ladders should be used;

 

When it is necessary to manoeuvre with cables, check that there is no danger of falling in the working area;
